MCAULIFFE READIES FOR CAPPARELLI CHALLENGE

Capparelli ran in the 15th District, which contained part of his old 13th District, in order to let his good buddy, State Representative Bob Bugielski, run in the 20th District. Capparelli could have kept the 15th District seat forever, provided he moved into the district. If Capparelli runs, he’ll have to self-fund his campaign. McAuliffe will surely unearth upwards of 100 Capparelli tax and fee hike votes over the past 33 years, and he’ll go negative on Capparelli. SENATE DEMOCRATS FRET OVER "PARADISE LOST"

Lots of funding for state jobs, to keep Democratic county chairmen and politicians happy, and to award state patronage to “deserving” Democrats. Silverstein was unopposed in the 2002 primary. Silverstein was elected easily in 1998, and re-elected in 2002 with 69.3 percent over Republican Joe Hedrick. DeLeo, age 52, was first elected to the Senate in 1992, and is now an assistant majority leader. Both del Valle and Martinez will win easily in 2006 in their Hispanic-majority districts. DALEY FACES DILEMMA IN '04 DELEGATE PROCESS

Having a hostile, anti-Chicago (or anti-Daley) president would be disastrous. In mid-1991, Daley took a major risk, endorsed Clinton, and began assembling a Chicago delegate slate favoring Clinton. Clinton liberally rewarded Daley during his tenure. In 2000, Illinois was allotted 105 Democratic delegates, and 18 alternates. So Daley scored no points with Carter. That nominee will need Daley’s fervent support, and if the Democrat wins Illinois, on the crest of a huge Chicago vote, then Daley can take credit. "STARBURST THEORY" BOOSTS NW SIDE PROPERTY VALUES

First, a Lakefront, central-city ring running from Rogers Park in the north to Hyde Park in the south, and to Garfield Park in the west, populated primarily by affluent whites in new, or rehabilitated high-priced housing. As with a starburst, those values are expanding outward, as from the far Northwest Side southeastward into Jefferson Park, Portage Park, and Albany Park.
